I've been there a few mornings when the health inspector came through. The guy would write up small issues that were easy to fix and so long as they were remedied by his next visit that was the end of it. He knew his job had to find something wrong and that was easy to do without aggravating the restaurant owners or putting them out of business. Which surely he could easily do. Or, at least set the bureaucratic wheels in motion. A month ago it was a new guy from the board of health. As he inspected the kitchen I was thinking if he too knew his job was just going through the motions. As it turned out he did. He wrote my friend up for minor problems that were easily resolved. Here's the thing. The restaurant owner is forced to pay a hundred fifty dollars for the inspection. If the owner refuses the health department puts its bureaucratic wheels in motion. When they send an agent out to the business it isn't the health inspector. It's kind of similar to a good-cop bad-cop routine. Except the two -- the health inspector and Guido-the-thug -- are separated from appearing together in the same scene. The health inspector is the "good guy" just doing his job but he's not around when Guido-the-agent enters the picture/restaurant. Small business owners put up with the expense and inconvenience because as the saying goes, "you can't fight city hall and win." But the tide -- The thought of how far the human race would have advanced absent initiatory force staggers the imagination. THE POINT: Unlike the government thief, a common thief doesn't claim his "craft" is honest. Lawyer-like dishonesty a point: The common thief is honest when he tells you he's robbing you. |

RE: Nevada Heath District Raids Picnic I bet there's an operator's/restaurateur's license involved. That's the problem, licenses are the thin end of the protection racket wedge. Once the licensing premise is accepted, then all comes the onslaught of the "benefits" and "protections". One solution would be for the restaurateurs to form a cooperative association, set their own standards and inspections in competition with the city hall. Then they could tell the city hall license folks to take a hike - knowing that there was an association to assist with defending their position. On the picnic front, having an invitation-only event is one way of avoiding it becoming 'public'.So Mr Health Department, do you have your invitation with you? No? Sorry, you'll have to leave, or you'll be charged with trespass. |
