The article indicates that the Lower Moreland School District paid for surveilance at the school, at the kid's alleged bogus address in the School District, at the kid's alleged actual residence in Philadelphia. That plus legal costs means Lower Moreland is likely losing money on the whole deal (because while it might cost $10k per pupil, a good chunk of that comes from state and federal money, that Lower Moreland would recieve per pupil whether he really resided in their district or not).
Lower Moreland is losing money on taking this to court. Clearly its either symbollic or intended to discourage other students from trying it. Also if the kid's dad is actually maintaining another residence in their school district (as the suit alleges) just to give access to the schools, they are still making money on the property taxes Dad is generating at the address in their school district.
I.E. if the "fraud" involves the school district getting property taxes as if the kid actually lived in the district, then they are actually making money on the kid because he's less likely to require fire, police, sanitation when he's not actually residing in your borough.
