Carruth said the reason for extermination is that the dogs displayed violent behavior and there had been previous problems — animal control officers had been called to the property five times since August. None of those cases resulted in reported injuries. But on Jan. 23, animal control officers issued 12 citations to Moore after someone complained of being “cornered by several dogs.”
“Obviously they are not keeping these animals controlled like they are supposed to. They are aggressive. They were aggressive back then then. And now it’s escalated to this woman getting mauled,” Carruth said. “These people have not shown they can keep animals safe and keep them from harming people.”
